Catherine Tate and David Tennant have such great chemistry. As you remarked, Tate really does bring out the best in Tennant, and I'll add that Tennant brings out the best in Tate as well. I'm not really a fan of hers, except that she makes Donna the best companion that the Doctor has had in the new series.
